Question about the judging criteria ?

Hi, Thanks for a great hackathon and congratulations to all the winners ! I wanted to know if it was important to have an actual working demo for the judges to decide a winner. I had assumed so as the goal in a hackathon is usually to build something that actually works. Or was the judging solely based on the video demo ?
